Since 2025, Kyrgyz is a legal requirement, not a wish: civil servants confirm level B1 through the state Kyrgyztest exam, and from 2026 the same B1 bar applies to teachers and medical workers. It sounds alarming, but the requirements come with a clear ladder of levels and firm dates. Here is the calm breakdown, quoting the sources: who owes what by when — and how to actually make it.

What the law is and whom it covers

The constitutional Law on the State Language was signed on 17 July 2023. Its core change: Kyrgyz proficiency became mandatory for those who work with the state and the public. The list in Article 32 names civil servants and members of parliament, heads and staff of educational institutions of all forms of ownership, teaching and research staff, and medical workers of state and municipal healthcare institutions. For them the language is now a job qualification, like a diploma. Foreigners are a separate story: since August 2025 Kyrgyz is also required for a residence permit, with a lower bar — see the residence permit and A1 guide.

Proficiency is confirmed not by an interview but by a certificate from Kyrgyztest — the state exam with levels from A1 to C1. We covered the exam itself in a separate Kyrgyztest guide.

The ladder: who needs what by which year

A cabinet resolution signed in spring 2025 sets the exact schedule. State and municipal employees: B1 from 2025, B2 from 2027. Teachers and medical workers: B1 from 2026, B2 from 2028. For ethnic minorities the ladder is softer: A2 from 2026 and B1 from 2028 according to inbusiness.kz; Kaktus.media's summary gives B2 for 2028 — the two sources disagree, and we have not found the resolution's text in open access.

There were caveats in both directions: a transition period ran until the end of 2025 — while it lasted, missing a certificate was not grounds for dismissal or demotion; that grace period has now expired. Separately, if a position involves public speaking, management or official documents, the employer may require a level above the schedule.

What B1 actually means

B1 is the “independent user” level: grasping the main meaning of speech and medium-length texts, and expressing yourself orally and in writing in both formal and informal registers, including in educational and professional settings. The good news: the first step, A1, takes only 90–100 hours. You can try the exam task format right now: the Kyrgyztest B1 practice test repeats the largest subtest, “Lexis and grammar”. And the level test shows your step and what to learn next in five minutes.

Making it in time, without heroics

The key is regularity, not marathons: 15–20 minutes a day beat three hours on Sunday, because language sticks through spaced repetition. Start with the phrasebook — 337 real phrases with native audio, organised by situation, including work ones.

Then go systematic: the demo lesson is open without sign-up and shows how lessons work — audio flashcards, drills and mini-quizzes on the level scale. If you are preparing for a deadline, do the honest maths: 15–20 minutes a day is 8–10 hours a month — about a year to A1. B1 is a 350–400 hour benchmark, and short daily sessions alone will not close it fast: the trainer keeps your regularity and vocabulary, while lessons with a teacher add pace. How far the exam level still is shows up in the B1 practice exam: 20 tasks, 15 minutes, instant scoring.

The B1 course on learn.kg is now open: 12 modules built on the official Kyrgyztest topic lists, with tasks worded in Kyrgyz just like in the exam, plus a revision module and an exam week at the end. Frequently asked questions

Does a teacher need a B1 certificate in 2026?

Yes. Under the cabinet resolution, teaching and research staff, as well as medics working in institutions of the Ministry of Health, confirm the state language at level B1 in 2026 and at level B2 in 2028. It is confirmed by a certificate issued by the Kyrgyztest system.

Does this apply to private clinics and schools?

For education the law is explicit: the list in Article 32 names “heads and staff of educational institutions of all forms of ownership” — private schools included. In healthcare the list names “medical workers of state and municipal healthcare institutions”; the available sources say nothing about private clinics.

What happens without a certificate?

The transition period, during which “the absence of a certificate will not be grounds for dismissal or demotion”, ran until the end of 2025 and has expired. What follows it is not described in the available reports on the resolution: they name only the deadlines and levels, while the law itself makes command of the state language an obligation for those listed in Article 32.
