Kyrgyzstan residence permit: Kyrgyz language and A1
Moving to Kyrgyzstan and applying for a residence permit? Since late August 2025, not knowing Kyrgyz is a legal ground to refuse a residence permit or immigrant status, and knowing Russian no longer satisfies the requirement. The law does not name a level, but the State Language Commission speaks of A1 — the very first Kyrgyztest level. Here is what the laws actually say, who needs what, and how to get through A1 without panic.
What changed in 2025
A language requirement for residence permits is not new: since 2016 the Law on External Migration has allowed authorities to refuse a residence permit or immigrant status to anyone who “does not command the state or the official language to the extent needed for permanent residence”. The official language is Russian, so in practice the rule affected almost nobody.
On 9 August 2025 the president signed Law No. 195, which removed the words “or the official” from both grounds for refusal (Articles 16 and 34 of the migration law). The law took effect ten days after publication on 12 August — so from late August 2025 the ground for refusing a residence permit or immigrant status is not knowing Kyrgyz specifically. Russian no longer counts for these purposes.
Visas are not affected: the list of grounds for refusing a visa has no language clause, which the State Language Commission confirmed separately. The rule is about people who stay: temporary and permanent residence permits and immigrant status.

Which level: what the law says and what the Commission says
The law itself names no level — it refers to a confirmation procedure “determined by the Cabinet of Ministers”. The specific figure came from Melis Murataliev, chairman of the National Commission on the State Language, at a parliamentary committee on 24 June 2025: according to him, the Cabinet adopted a resolution under which foreigners and stateless persons seeking a residence permit must command the language at level A1 — “the simplest level, at which a person should be able to introduce themselves and give their first and last name”.
An honest caveat: we could not find the text of that resolution in the Ministry of Justice database, and the only 2025 resolution on levels (No. 211 of 17 April) concerns civil servants and explicitly excludes non-citizens. So A1 is a benchmark stated by the relevant agency, not a quote from a legal act. For planning it is still the working bar: Kyrgyztest has no level below A1, and if the Cabinet sets a higher requirement we will update this article.

Temporary or permanent permit: who is affected
The Regulation on issuing residence permits (Cabinet Resolution No. 437 of 31 July 2024) lists, among the documents “for temporary and permanent residence permits”, “a document confirming the person’s command of the state or the official language to the extent needed for permanent residence”. Temporary permits are issued for work, study and investment; a permanent one after five years of lawful residence.
The same regulation has an exception: citizens of Russia, Kazakhstan, Tajikistan, Armenia, Belarus, Georgia, Azerbaijan and Moldova who enter visa-free and apply for a temporary permit for more than 60 days for private purposes submit a short list — application, fee receipt, passport, proof of housing and income. There is no language document on it.
There is also a discrepancy worth knowing: the Commission chairman said the requirement “concerns only permission for permanent residence”, while Regulation No. 437 still reads “or the official” language and has not been aligned with the new law. Practice since August 2025 is not described in open sources, so before applying, check with your local migration office which language document they accept for your ground of stay.

Residence permit and citizenship are different rules
For citizenship the requirements are softer and older. The Law on Citizenship asks for command of “the state or the official language to the extent sufficient for communication” — so Russian is still accepted here. It is confirmed by a certificate from the state institution Kyrgyztest; those holding a diploma or school certificate from a programme with Kyrgyz or Russian are exempt.
The language condition does not apply to ethnic Kyrgyz or to those on the simplified track: applicants with at least one Kyrgyz-citizen parent, people born in the Kirghiz SSR or former citizens of the USSR, and those restoring citizenship. For them the law keeps only the pledge to observe the Constitution and proof of means.
The sequence to keep in mind: first a residence permit (with Kyrgyz), then five years of permanent residence, then citizenship (with Kyrgyz or Russian). So a Kyrgyztest A1 passed for a residence permit keeps working later — the certificate has no expiry.

What Kyrgyztest A1 actually is
Kyrgyztest is the state system of levels from A1 to C1 on the CEFR scale, and its regulation explicitly covers “foreign citizens and stateless persons”. An exam at any level has five subtests: vocabulary and grammar, listening, reading, writing, speaking. A certificate is issued if you score 60 % or more on every subtest; a lower result earns a score report valid for two years. The certificate itself has no expiry.
By Kyrgyztest’s own description, A1 is a 900-word minimum plus basic etiquette, and preparation takes about 100–120 hours. Kyrgyztest itself describes A1 as five skills: using the level’s vocabulary and grammar, reading a short text, following slow speech, speaking and writing on simple topics; the Commission chairman sums it up as “introduce yourself, give your first and last name”. Under the Kyrgyztest regulation, vocabulary, listening and reading are scored by computer, while writing and speaking are assessed by philologists — so silent preparation does not work.

How to prepare for A1 in a few months
Count honestly from 100–120 hours. At 15–20 minutes a day that is 8–10 hours a month, roughly a year; lessons with a teacher and an hour a day cut it to three or four months. Regularity beats duration: A1 does not come together in two weeks of cramming, but it does come from short daily sessions — we explained why in the article on regular practice.

Step by step: from the law to the certificate
First, check with your local migration office which language document is required for your ground of stay — that resolves the gap between the Commission’s words and the regulation’s text. Second, measure your level with the free test and count the weeks to filing. Third, practise daily and book a test date early: Kyrgyztest publishes timetables on its site, and writing and speaking are worth rehearsing live.
Fourth, the exam needs 60 % on each of the five subtests; if you fall short, Kyrgyztest allows retaking individual subtests or the whole test, with waiting times depending on the score. Fifth, the certificate has no expiry: an A1 passed for a residence permit will serve at every later step, and the A2 and B1 courses on learn.kg continue the same path if you want to go further.
